The global competitiveness of the Philippines has always depended on the capabilities of Filipinos. Among the many processes shaping Filipino capabilities, the functioning of the country’s education system, particularly in the basic education of Filipino children, their higher education beyond the basics, and their pursuit of various alternatives and options beyond formal education, is one crucial process demanding priority attention. However, one is struck by the absence of solid consensus on basic themes and fundamental directions and the lack of broad commitment and agreement on policy directions. Thus, the formation of Philippine Business for Education (PBEd): This is the business community’s response to the need for consensus and sustained advocacy in education reform. The purposes of PBEd will be to nurture consensus on key directions in education reform and to initiate and lead the actions towards those directions.
1. To identify best opportunities for pursuing desired strategic actions that can most effectively direct, accelerate, broaden or sustain education reform 2. To inform consideration of such strategic actions with the best available knowledge and information 3. To mobilize commitment in support of consensus on the specific nature of desired strategic actions
The PBEd Network shall include members, partners and supporters. Members shall either be corporate or individual. They are supportive of the PBEd framework for Philippine education and as such are willing to devote their time and efforts towards the formulation of policies and programs that will uplift education in the Philippines. Corporate members shall be represented by their CEOs or COOs strictly. Individual members shall be limited to senior executives of companies (regardless of corporate membership in PBEd). Members will be requested to make a minimum annual contribution set by the council. Assistance to PBEd projects may be through contributions of funds, equipment, supplies, facilities, staff and professional expertise. Partners shall include other business groups, civil society organizations with education programs, relevant government agencies, local government units, and schools willing to join PBEd projects and programs. Supporters shall be individuals endorsed by a CEO/COO of a member company, by individual members or by senior officers of partners for their experience in and/or commitment to education reform in the Philippines. Partner and supporter status must be approved by the Board or by a group designated by the Board. What do we offer our members, partners & supporters? PBEd shall become the voice of business for Philippine education. It shall nurture consensus on key directions in education reform and shall initiate and lead the actions towards those directions. To this end, it shall pursue the following:
A PBEd Council composed of CEOs/COOs of member companies and individual members (senior executives) shall meet annually to discuss directions and approve annual plans and budgets. CEOs/COOs shall co-chair the various committees which may be formed. CEOs/COOs shall become the influential advocates of PBEd’s agenda for education reform. In between the annual PBEd Council meetings, PBEd shall be governed by two distinct boards. A Board of Trustees, composed of select business executives, and a Board of Advisers, composed of stakeholders in education known for their expertise in the field and their professional integrity. Members of these Boards shall be chosen by the council. The Board of Trustees shall ensure implementation of council decisions and decide on the program of activities and output of PBEd. The Board of Advisers will guide the policy research. A PBEd Secretariat, hosted by one of the member companies, shall be managed day-to-day by an Executive Director. S/he shall have at least one full time assistant and additional staffing shall be provided on secondment by other member companies.
